With effect from 1 December 2004, the Ministry of Community Development, Youth and Sports (MCYS) will take over the processing of all applications for the Dependant's Pass for a Child Proposed for Adoption from the Immigration & Checkpoints Authority (ICA). With this transfer of function, prospective adopters would now only have to liaise with MCYS and the Family Court on adoption matters. This is part of the Government's ongoing efforts to streamline the adoption process for greater convenience to prospective adopters.
2 With the streamlining of adoption process, prospective adoptive parents wishing to apply for the Dependant's Pass for a Child Proposed for Adoption should submit their applications to the MCYS Adoption Service at MCYS Building, 512 Thomson Road, #12-00 Singapore 298136.
3 The purpose of a Dependant's Pass is to allow the foreign child to remain in Singapore to proceed with the adoption process until the completion of the legal adoption proceedings. There are no changes to the Dependent's Pass requirements and fees payable. The fee for the issue of a Dependant's Pass is S$30. The fee for the issue of a visa, where applicable, is S$20. A security deposit ranging from S$1,000 to S$2,000 is required from the prospective adoptive parents. The security deposit should be in the form of a Cashier's Order or Banker's Guarantee. The security deposit will be refunded after the foreign child has been legally adopted by the prospective adopters in Singapore.
4 All outstanding applications for Dependant's Pass for a Child Proposed for Adoption submitted to ICA on or before 30 November 2004 will be processed by MCYS. These prospective adopters will not be required to submit fresh applications for the prospective adoptive child. ICA will be contacting all affected parties to inform them of the change.
